The EEA and Norwegian grants are based on the EEA agreement. Under this agreement, Iceland, Liechtenstein and Norway are part of the European Single Market (ESM) which allows the free movement of goods, services, capital and people into the internal market. The EEA agreement sets out common objectives to reduce social and economic disparities in Europe and to strengthen cooperation between European countries. With the EEA and Norway grants, the Council of Europe supports policy development and programming in its areas of excellence and expands the expertise available to all partners. National focal points from 5 participating countries, including Cyprus, Hungary, Latvia, Poland and Romania, participated and presented their traditional food, crafts and literature. Each country held brief presentations, including information on projects implemented under the same grants. The FPD, as a national point of contact, was represented throughout the event, as were delegates from donor countries Iceland, Liechtenstein and Norway, as well as the tax office in Brussels. Donor program partners play a strategic role in programming, implementing and facilitating the partnership. During the 2014/2021 eligibility period, 21 PPPs (two from Iceland, one from Liechtenstein and 18 from Norway) are involved.

In addition, the Council of Europe advises at a global strategic level. It advises programmes, national focal points and donor countries in the preparation and implementation of programmes, exchanging relevant skills, ensuring best practices and adapting interventions to Council of Europe standards. Intergovernmental organisations and stakeholders play an important role in the EEA ACCORDS and in Norway, as they monitor compliance with international conventions and treaties across Europe. These organizations support human rights, democracy and the rule of law. In order to ensure that EEA and Norway`s scholarship programmes and projects are adapted to European and international standards, donors have established strategic partnerships with three European partners acting as international partner organisations (IPOs) for the period 2014-2021: EEA and Norway grants provided EUR 1.3 billion for the period 2004-2009.
